The House of Representatives has called on the Federal Government to launch an investigation into the widespread and excessive use of explosives by quarry companies across the nation, with a particular focus on the Federal Capital Territory.
On Thursday, the House adopted a motion of urgent public importance, introduced by Mr. Tijani Ismail, the representative for Ifelodun/Offa/Oyun Federal Constituency in Kwara State. He highlighted severe concerns over the unchecked operations of quarry companies.
Mr. Ismail cited the example of ZEBERCED Quarry, located along Arab Road in Kubwa, Abuja. He explained that the frequent detonation of explosives has led to significant noise pollution, resulting in auditory impairments, respiratory issues, and psychological distress—particularly among children and the elderly. Moreover, continuous ground vibrations are reported to have weakened local buildings and infrastructure, posing risks of structural collapse and extensive property damage.
The lawmaker also raised issues regarding the heavy-duty trucks used by quarry companies, which, in transporting materials, have contributed to the deterioration of road infrastructure. This has, in turn, led to increased vehicular accidents, economic losses, and mobility challenges for local residents.
Mr. Ismail emphasized that such activities are in direct violation of the Nigerian Minerals and Mining Act, 2007 (Sections 61 & 116), which prohibits mining operations that endanger human life, property, and the environment. He further accused these companies of breaching the Environmental Impact Assessment Act (1992), which requires proper assessments and mitigation plans for any industrial activity that could affect public health.
In response to these concerns, the House directed its Committee on Solid Minerals to recommend the immediate revocation of ZEBERCED Quarry’s operating license if it is found to have violated health and safety regulations. The committee has also been mandated to summon the management of ZEBERCED Quarry, along with officials from the Federal Ministry of Mines and Steel Development and other relevant agencies, for an investigative hearing to assess the overall health impact on affected communities.
The motion reflects growing alarm among lawmakers over the environmental and public health risks posed by quarry operations and underscores the need for stringent regulatory oversight to protect communities and infrastructure.
